am i liable for 23 yr old living same house but uninsured if they have accident?

Who is this 23 year old to you, why is this 23 year old living with you, what would this 23 year old be doing that you think might have you be liable for his/her actions?
In other words... some more information, please.

If this person is using your vehicle(s) with your permission, you may very well be accepting liability for their actions. But, as tcope has said, we have insufficient information to be able to tell.
