I was hit by someone who did not have a drivers license but the car has insurance. Will the insurance company pay the claim

Maybe... as long as all other coverage is inline. The person not having a drivers license does not automatically exclude coverage. But the person not having a license makes it more likely that coverage may not be afforded for some other reason.

You don't indicate what relationship the unlicensed driver had with the insured vehicle. If the driver was not a household member of the vehicle owner, there is very likely an exclusion from coverage. This does NOT relieve the vehicle owner and/or driver from liability for your damages, it only means the insurance company will not be providing coverage.

You will probably need to sue both the vehicle owner and the driver for your damages. Small Claims Court in most cases like this, unless there were significant medical expenses involved.
