MY BROTHER LIVES IN INDIANA AND I LIVE IN OHIO. I NEED TO KNOW IF I CAN DRIVE IT AND INSURE IT IN OHIO WHILE IT IS STILL REGISTERED TO MY BROTHER IN INDIANA

Yes, as long as you have an insurable interest. That is, you stand to lose something if the vehicle is damaged. However, having someone else own the vehicle and be insured by someone else it not the best idea unless the owner is also listed on the policy. I'd recommend speaking to an agent about this.

It is better if you have insurance for both state so if any incident happen in any state you can claim

Baloney! Insurance issued in any state of the US is good in every other state of the US and in Canada as well. There is absolutely no reason to insure a vehicle in two states.

If the vehicle is registered to your brother, you probably cannot register it in your state, unless he give you some ownership interest. That wouldn't prevent you from obtaining insurance. In a worst case scenario, you would simply purchase a "Named, Non-Owner" policy. That would cover you no matter whose car you drive.
