If he is planning to get his license then he may get qualified for an auto policy. Some insurers (not all) even offer licenses to drivers with learner's permit. You may require to find it out form your state DMV, whether he needs to obtain a policy with his temporary license or not. However, companies like-State Farm, normally doesn't offer insurance to drivers with less than 3 yrs of driving record, without proper driving license.
Hey, I guess that you can't obtain an insurance without proper driving license. Hence, your son may not need an insurance at all. But if he is a regular driver of your car, then he needs to obtain his license along with the coverages.
