he lives in philadelphia but does not own a car so i let him use mine sometimes he has a good license never in accident no tickets,if something happens will he be covered and if i tell my agent will i have to pay more money?

If he does not live with you and only occasionally drives your vehicle then he should be covered and won't need to be added into your policy.
