Im lost.

I got into a car accident last week in utah.I had no license and no insurance.The other person was at fault the cops came, they did not give me any tickets and told both of us he was going to write it as he was at fault.I filed a claim the same day and the insurance wouldn't answer everytime i called i guess they were too busy but they returned my call until thursday about four days after the accident, just to tell me that they still needed the guy's statement and that nothing could be done. So i called back still no answer, so this monday i took my car out of the towing and they charged me 320 dollars which i had to pay out of my own poket, and the insurance called me today and said i was at fault and in utah if your 50 percent or more at fault you can't claim any money... Im just wondering can i do anything about that??? as i was making a left turn thru a parking lot and the other guy cut across the parking spaces and totaled my car.
