So if you have a sr22 you have to pay for insurance first

I don't know about an sr22, but, when I got my Auto Insurance, I had to prove to 'my' Insurance Co that I had a vaild DL. I don't know what the 'guidelines' in other states are, however. I live in PA.

What do I do if I own a car and wish not to drive? What if I appoint someone else for that purpose? Shouldn't I have the right to protect my car from any physical damage?

I DO see your point. However.......MOST Insurance Co's need to look up your driving record (the Insurance Co I use did this). I live in a small town, in PA. Just like I can't re-new my registration without valid Insurance. And I couldn't have gotten Insurance, on my car, without a valid DL.

Then that means in PA it's useless to buy a car without a valid DL as well as insurance. If you don't have these two in place, you'd need to keep your car in the garage. Am I right?

Well....I think you're pretty much right. I had a Jeep Cherokee financed (about?) 4 years ago, or so. I need prove of a valid DL, proof that I ALREADY carried somekind of 'Liability' Insurance (I did with the car I owned before that..), etc. Of course, this purchase was from a car dealership, not a 'private' individual....do you follow? Anyway....recently had to buy another car (Jeep was totaled in an accident..) and I bought a good, used car from a dealership. Again...........I needed a vaild DL and proof I ALREADY had 'Liability' Insurance (tranfered it from Jeep to the Malibu). Hope this makes sense. Hope it helps a bit.

You can get insurance without a drivers license in PA. You would be listed on the policy as the named insured, but you would need a licensed driver listed on the policy. Perhaps a family member or a friend would be willing to let you put them on the policy as the driver.

I think, I'd still remain the owner of the policy. Correct?

I think you can be 'included' (lack of a better word..) on the policy. But...to be the 'owner' of the policy, you need a valid DL. Sometime back, a neighbor asked me if I would get Auto Insurance in MY name, for HER. She said she doesn't have a DL. She ahd a friend of hers "give" her a car and needed Insurance on it. Of course, this sounded REALLY funny to me, since you need a valid DL to drive, anyway. Of course, I din't do it.
