Can a person with preexisting conditions such as diabetes and stroke be covered under this insurance olan?

Those Pre-existing conditions are pretty serious. Unless there is a government mandate that they be covered, you are unlikely to get coverage through a private insurance plan.
You may be able to find group health insurance. You may be able to find something through your state or local government.
You might qualify for Medicare even if you are not 65.

I guess it's "stroke" that makes it so difficult. Is it not easier to get covered with diabetes?

It is a little easier to get coverage if you have diabetes as opposed to a stroke.
Some diabetics can be insured by some companies is certain areas, provided their diabetes is controlled by lifestyle changes only. They can't have any other medical issues.
However, most people who have either condition will be denied.
I'm going by the underwriting guidelines of the companies I work with. You might get a different answer from an agent in anther state.

I know, from dealing with a 'Client', that most of the 'Secondary' Insurance ('discount ' Insurance cards, etc) companies won't insure someone with a pre-existing condition. I'm pretty sure that goes for Life and Medical Insurance.

In Michigan, BCBS will cover you as an individual. They do not deny coverage. There is a pre-ex waiting period, however with HIPAA it is a possibility the pre-ex be waived.

In michigan BCBS will cover all. There is a 6 month waiting period for pre-existing conditions without prior group coverage. They will take all health conditions.
