Hi, are you transferring the title on your name too?

However, you can buy coverage on a car even though you don't own it.

Yes, one can buy auto insurance on a vehicle even when they don't own it. However, that would only be the non-owners coverage, i.e. liability only coverage. As long as you don't have the title of the vehicle you can't purchase the collision and comprehensive coverage on it.

If your father is deceased (sorry by the way), then you should get the title transfered to you anyway..but in answer to your first question yes, you should be fine, of course you need to tell the agent that dad is still the legal owner (until you get his changed)

If her Dad is deceased how would she transfer the ownership?

sounds like her mother is surviving so she owns the vehicle and can transfer it to her daughter...she might have to first put it in her name if her name is not on the title.
