I am a resident of Pa. and my car is registered and insured in Pa. I backed into a friends car parked in my driveway. If I submit this to my insurance co., will my car insurance rate go up?

I actually had an accident that was reported to my insurance co once a while ago where my rate actually went down after the accident. The accident was my fault and my insurance co paid the other person like 1500 for the damage to their car. Not say this could happen in your case and exactly why in my case it went down it dont know, but I didnt argue with the insurance co. about it.

OP, most likely if the payment to your friend eclipses the amount an fault accident has to reach to be deemed 'chargeable' most states/company's are 400-600.00. There are many many other variables as well...depends some on prior claims etc..

Wouldn't it be a better idea to pay for the damages out-of-pocket if the damage is small rather than turning the claim into the insurance company?

Yep Sil it would be in most cases...it's a slippery slope, and one would want to make triple sure that nothing else would pop up ie needs rental car while in shop, (OP would owe for that as well if the other party requires one) however since this is a 'friend' it might be a good one to do this with, assuming the OP can afford it...also too of course it depends on the amount of damage.
