the insurance company put me at fault obviously because i dont have car insurance... what should i do in the situation because i was not at fault and even the 2 police officers said so

You can feel free to pursue the driver/owner directly. You'd probably need to file suit against them. Since the other person has insurance, their carrier will provide them a defense.
One reason why people have insurance is to protect themselves.
