Let's say I purchase a health plan that does not cover office visits or drug charges.
Can I purchase a discount card also and use these both together?

You can have both, but you will probably not be able to use both for the same expense.
You may want to check with your current company to see if you get to pay their negotiated rate for office visits or drugs.
Your policy may be able to act as a discount card. If you can pay their negotiated rate, it will probably be lower than the rate you would get with a discount card.

I guess you may use both of them towards the same expense only when it won't be possible for you to cover the entire expense within the limit of one. Alston would surely clarify it in a better way.

You are more likely to get help if you use them for what the other does not cover like you mentioned.
