Yes, she can if her parents want to. This can be done through her parents’ employer and during the next Open Enrollment period.

If the 18-year-old terminates her employment, HIPAA permits her to immediately enroll in any other health plan she may be eligible to join, including a parent's group plan. She can also apply through her state health insurance exchange for individual coverage.

Yes, she can if her parents agree with it. But I don't think it will be easier to do it in the mid. You have to wait for next Open Enrollment period.
