Do we need to insure our sons 18yrs. and 20yrs., they drive our cars. The cars our in our name and fully insured. We have insurance for them now, but have heard that they can drive the cars without personal insurance as long as the cars are insured. Is this true?

Well my friend, what you have heard is partially correct. The teens can drive the car without carrying their separate insurance as long as they are enlisted in your policy.
Teens need to be included in the policy if they are driving your car regularly. It may increase your premium to some extent but at the same time will cover the damages if your son meets an accident. Moreover, adding them in your policy will be cheaper than purchasing separate policies for them.

Hi sashi, and welcome on board. Insuring young drivers has always remained the most important issue for the parents across the community. We have seen many discussions on the same topic, taking place here in our forums. The young drivers are rated as the ‘high-risk-drivers' and are charged very high premiums by the insurers. More so, when the driver is a young male.
Carol is right, they can still drive your car without carrying separate insurance but they need to be registered in your policy. Otherwise, the insurance company may deny processing any claim involving the young driver. You can carry the insurance on your name but have them registered as the primary driver on the cheapest car that you own. This can still lower the cost of buying separate insurance.

If your sons are going to drive your car, you need to get them insured either by purchasing separate policies for them or by including them in your policy. In either way, it'll increase your allotted budget on insurance.
