Well, I guess it would depend upon the terms chosen by you in the annuity policy. If you have opted for an option that would return the purchase price of the policy to the beneficiary (your children in this case) after the death of the annuitant, they would receive it after your death.

Hi, I didn't quite get what sort of funds you're talking about!
Are you pointing at the interests accumulated on savings annuities? Please lemme know whether you have a savings annuity or an income annuity.

Annuities & LTC (long term care) are two different types of category. I think you are referring here fund being money portfolio, correct? Please elaborate your query little bit more.

Okay, it doesn't matter whether its a guaranteed annuity or index annuity. Why would annuity income be affected for the long term care? I think we haven't asked a very important question to our OP yet.....how exactly he is planning to pay for the long term care.
Further, how old is he? Does he have a long term care policy? Is this a hypothetical situation or he is into the predicament already?
IMO we need to find the answers to these questions before making suggestions to him.
