I guess what you're actually looking for is Final expense insurance.. aren't you? It will be quite hard to find any other kinda life insurance for a person aged 96, though I must say it depends on her health conditions to some extent.

Yes, even if you find coverage for her, it could be a bit costlier than you might expect. Even when she's in good health, the premiums could be higher keeping with her current age.
