Is written cancellation letter mandatory?

I was purchasing a private health insurance coverage from Anthem while I was unemployed. Now I got a new job and I can purchase a health insurance coverage from my new employer, I called Anthem to cancel my coverage. But they told me that without my written cancellation letter along with new coverage's company name and policy number, they won't cancel my exisiting coverage from Anthem.

Is that mandatory process or Anthem is trying to be difficult and get more information about me?

I cannot see the reason why they have to do this, honestly. Why would they ask for your new policy number? Hmn..

I am not licensed in any state in which Anthem operates, but this just sounds silly to me.
