I'm not satisfied with the rate of return I'm receiving on my permanent life insurance policy. Can I change or replace the policy for another? Please advice!

You may be able to exchange or replace your policy with a new one, if you are unhappy with its financial performance.
Ask your current insurance agent or an independent agent to compare policies. But do keep in mind that the cost incurred by the switching of policies might offset the higher investment return of the new policy.
