Car insurance is mandatory.
By state laws you have to buy at least the minimum amount of liability coverage, though it's always best to buy more than the minimum.
Apart from liability coverage PIP, comp. & collision coverage are also very important for your own protection.
Auto insurance does pay out if your claim is valid, so there's no question of it's being trust worthy. However it's best to buy from a good company to get the benefits it's meant for.

That probably depends on your personal situation. Different insurers place a different weighting on various rating criteria, especally whe it comes to auto insurance. Some place a higher emphasis on theft risk for your vehicle, other focus on your driving record as the primary concern and others again look at the amount of use the vehicle will be getting on average as a key factor in calculating your premium.
Whether the general is a good option or not depends on your risk profile and how that correlates with their underwriting criteria. The best thing you can do is get a few insurance quotes online and compare them to see who will give you the best deal, it's easy enough to do and doesn't really take long.
Just make sure to check out their customer satisfaction info as well before signing up - you really need to know how they will perform at claim time, not just what their premiums are like.
