A car hit our house. The driver's insurance company sent out an independent appraiser as they only insure cars. His estimate was $2215. I obtained bids from 3 licensed contractors. Their bids average $9750. Insurance company says $2215 is their final offer -- and don't bother submitting any bids. Now what ??? I live in California.

Well, since the appraiser is an independent one, who would receive commission if he can successfully close the case at lower amount, there is a fair possibility that the insurance company is lowballing the claim intentionally.
I'd suggest that you hire an independent adjuster to evaluate the claim's worth. Also you can speak to the superior of this adjuster and ask them to be present when the contractor is present at the site too.
