Just came to know about it when some celebrity( I think it was Paris Hilton or Britney Spears) have insured their pet.....
Is it common in United States?

It is possible to sell it online. I suggest that you do a google search for pet insurance and contact the insurers to see how you could go about selling their product. If you have an insurance license you should easilty find a couple of companies. If you don't there are also internet affiliate programs where you get paid a finders fee for sales that you bring them.
