Does anyone with background issues ever dealt the the California Department of Insurance Background Bureau? I have been waiting for more than 2 months for my license to be approved or denied... How long does this type of thing take... do I have a chance of approval with a "past"? _________________ Register Now to have your Insurance queries solved.

I think you may get sufficient answers to your queries over there. Personally i haven't came across such type of situation. So i won't recommend you to just wait and watch. but the official site of the California department of insurance has already defined the laws pertaining to the different cases. You will get plenty of knowledge on the above link in FAQ section.
