Is the IRS notified when as the sole beneficiary of my mother's life insurance policy I receive those proceeds at the time of her death? Could they "take" those proceeds to apply to back taxes that I owe?

What type of proceeds, insurance?

Well, IRS can't directly take the death benefits given to you, but if they have put levy on your bank account, the money can be taken from the account when you deposit the check in it.
