Should I include 17 year old son as another driver?

We live in FL. My 17 y/o son lives with his father. He recently got his diver's license. He does not have a car. I am the titled owner of my car. When he spends time with me he uses my car occasionally. Do I have to add him onto my policy.

If he lives with you part of the time, yes. If he is in an accident then you are also liable as the owner of the vehicle. Your carrier may deny you coverage is there was misrepresentation of your situation. They would almost certainly deny your son coverage. That may not matter as long as they provide coverage to you as then there is money to address the situation.

If you are going to let him drive, you need to pay the premium.

You ought to be; otherwise you'll have to pay for in case something unfortunate happens.
