Signed a claim for cost of broken hip last month. Just found out that I now have to have a replacement. We have not received any funds. Can we renegotiate for more money.

Signed a claim? You mean release? If the money is not paid timely, yes you could. Usually this is 30 days. However, the insurance company would argue that the release was binding and you'd need to file suit if you wanted to pursue. In any case, I'd speak to an attorney asap.
