When an underwriter writes a policy for a manufacturing, warehouse, or any other large commercial institution, does he/she take into account for environmental factors (ie asbestos, lead paint, hazardous chemicals) into account or is that all thrown into a absolute pollution exclusion clause?

Certainly she should. As far I'm aware of the working process of the underwriters they leave no area of opportunity in determining the proper risk of the event.
