i put a bike in my name and my boyfriend (now x) has the bike at his house. Rides it and is not making payment on the bike. can i report the bike as lost and stolen or does anyone have any advice - $12,000

If you gave him the bike as some point it's not stolen. Was their some agreement that he'd return the bike at some point, i.e. was he to borrow it for the day and then return it? If so, it's theft by conversion.
I doubt that this is the case though. If it's your bike is he not willing to return it or allow you to pick it up? If not, call the local law enforcement, show them that you own it and see if they will accompany you to pick it up without incident. Let them know that you allowed your boyfriend to use the bike at the time but now that you no longer have a relationship with him, you wish to recover your property.
Do motorcycles require insurance in your state? If so and you are paying for the insurance, cancel it (but don't have the bike ridden to transport it). If it needs to be ridden, don't cancel the insurance.

you should concern with legal authorities & take some action quickly. There is a chance he may try to sell that bike. If it happens it's possible that you have to suffer the consequences as you are the legal owner of that bike.

I'm not sure if this question has any relation to insurance :( Tev, if you have suffered any insurance related issue regarding the bike you need to elucidate it.
Was there any agreement drawn that would require him to make payments towards the bike?

If you'd report the bike as lost/stolen..there could be legal moves against your ex-boyfriend...do you want that? You could also be sure that he'd have easier means to link you with this matter. Why don't you try it alone- explain to him the consequences he'd face if he's not gonna return it to you!

Lori is absolutely right...your ex would know the consequences of filing a lawsuit under the present circumstances (i.e. if what you've mentioned had exactly gone the same way). Now, what I'm not sure is exactly what you want over here!
