I am not knowledgeable about Minnesota P&C insurance laws specifically, but you must be able to obtain "liability" insurance from an admitted carrier in the state. Especially if Minnesota has a mandatory financial responsibility law like other states. If you are turned down by (probably) three or more insurers, there will be an assigned risk pool available to you. Contact the Minnesota Department of Insurance: www.insurance.mn.gov
You will NOT be able to get collision or comprehensive ("other than collision" -- theft, glass breakage, malicious mischief, driving into one of your 10,000 lakes) coverage, because, as a SALVAGE TITLE indicates, the vehicle has already been "totaled" once before by an insurer, and cannot be "totaled" again, even though your ride can be destroyed through no fault of your own. You may even have trouble collecting from a third party who collides with your vehicle, but shouldn't -- as long as you have liability coverage (PI & PD).
