It could... there is no law against it. However, the insurance company may not want to provide comprehensive or collision coverage if they know a vehicle has a salvage title. If they offer this coverage it's not going to be discounted. If the vehicle suffers damage and is deemed a total loss at some point then the carrier is probably going to reduce the value of the vehicle by around 25%. So you'd be paying a premium based on the value of a vehicle w/o a salvage title and you'd only be able to collect a reduced value if the vehicle was deemed a total loss.
