We live in TX and my son just finished paying some tickets, and then he got a notice that he still owed a surcharge of 100.... He has not paid that yet and they sent him a notice that his license is no longer valid. he was involved in an accident and the other driver totalled his car. will the other insurance still be liable for the damage?

Yes, as long as they were at fault in the accident.
