You haven’t mentioned whether your daughter lives with you or not.
Maybe the underwriter is considering the things that if your daughter doesn’t stay with you and has her own car then she should have her own insurance policy and need not be on your policy.
On the other hand if she is going to drive your car on a regular basis, you can add her name in the drivers’ list of your policy.
