Neither the California Labor Code nor the Insurance Code demand certain minimum limits for Employer's Liability coverage. The amount of coverage an employer carries is entirely up to him.

Having said that, others may require an employer to provide a minimum amount of liability coverage if you want to do business with them. Such is the case with the City of San Jose Dept of Public Works (the link in B's post above). To be a contractor with the City of San Jose, the employer must have at least $1,000,000 of EL coverage.
