can a person in pennsylvania have a car and car insyrance in his name even though he does not have a drivers license maybe with a valid driver

No insurance company should write the policy as the person cannot legally drive (so there is no legal exposure) and because every insurance company rates a person based on their driving record and if they don't have a valid drives license, the insurance company will need to find this out.

One, its illegal to drive without a license.
Two, you wouldn't be allowed to drive for a very long time if you are caught.
Three, no carrier would accept you if you didn't possess a valid driving license.
