If a person doesn’t have a driver’s license, no insurance provider will grant him an auto insurance policy. No insurer will be keen on taking up the risk, whether in Pennsylvania or anywhere else.

This is just plain wrong.
A driver license is not a prerequisite to obtaining auto insurance. A person may own a vehicle without the need for a driver license. Think about the "person" of a corporation that leases or owns vehicles for its employees' use. The corporation does not have a driver license.
But if you want to limit the discussion to "natural" persons, the answer remains the same. An unlicensed person may own a vehicle. He/She may not lawfully operate that vehicle on the public highways without a driver license. The situation arises when a non-driving, unlicensed parent owns a vehicle driven by their licensed child. There would be no conflict when a parent owns the vehicle, owns the insurance contract and the child is the primary/only driver listed as an additional insured.
Stacy needs a few more years of experience as an insurance agent to understand some of what she posts.
