tx insurance claim .. state farm insurance failed to notify lienholder of a cancellation.. is the insurance company responsible to payout on the claim, if so what kind of claim should be filed?

Since you mentioned a payout I'm guessing there was a loss. I'm also guessing that claim was denied as there was no policy in force. If you want the carrier to pay the claim you don't file a "claim". You send them a demand and if it's not met, you file suit against the carrier. You then need to prove to a judge/jury that the insurance company breached their duty and you suffered a loss.
