Expired Licence, with current insurance

In the state of California, what would happen if a driver with an expired licence got into an accident?

Would their insurance company cover them if the accident was their fault?

If it wasn't?

Are they personally liable for injuries to the other person?

I know someone, who lives in PA, got into an accident. She DID have Insurance on her car, but, she had a Suspended License. her Insurance DID NOT cover her because she wasn't 'driving by the laws of the state.' Just thought i would put my '2 cents in, again.' LOL
