can anybody tell me why the base premiums of Allstate are high compared to other insurers?

Are you saying that your premium from Allstate is higher than the premium for exactly the same coverage from another insurance company? If that's the case, you can leave Allstate in favor of the other insurance company.

Every insurance company rates risk and determines the cost to cover that risk. Your risk may be very different than that of your next door neighbor who is the same age as you, has the same make and model car as you, but hasn't had as many collisions or moving violations as you.

In fact, your twin sister's cost of insurance could be very different than yours, for the very same reasons.[/url]

Personally, I think Allstate has decent rates. Have you tried shopping around outside of the "big" insurance companies. I found that sometimes you can get great rates online. Here is a site I used and had a good experience

I recently divorced and allstate would not take a surcharge for an accident on my former spouse and his car. Since I was refinancing all the properties I shopped. All coverages stayed the same. Farmers was cheaper by $450 on my primary house, $70 on a rental and $1000 on my auto insurance. All these are yearly savings. The Wall Street Journal recently had an article on how insurance companies actually charge for a clients loyalty and everyone should shop every three to five years to keep from being gouged.
