I think its better to avoid being a passenger in a car where the driver isn’t licensed. However, if the passenger is insured he may get coverage for the bodily injuries with his insurer. But I personally would stay away from riding with an unlicensed driver.

for a specific answer we need to know ur state and country....well generally it is possible to purchase auto insurance for your vehicle without having a valid driver’s license. Every state’s law requires all vehicles to be insured, so no matter what the circumstances are concerning your lack of a driver’s license, you must have auto insurance for your car. Even if you’re not driving your car but you’re allowing another person to drive it, you must carry adequate auto insurance to cover that driver and your car, providing protection to anything else that may become damaged as a result.

I live in a small county (in the state of PA). From what I understand ( and have been told by different Insurance Companies, in the area) that you need a valid DL to get Auto Insurance.

That's quite true, Sd. Insurance isn't an option till you have proper driving license, though some insurer might cover driver's with learner's permit.

Why this driver has no license? Has he got his license suspended?

You can absolutely get insurance on a car without having a driver's license. The most common reason? A non-licensed person purchases or finances a car for a licensed person. The titled owner of the vehicle, in just about every state, is required to carry either insurance or proof of financial responsibility on the car, even as an unlicensed driver. Frankly, you're a fool if you just buy a car for someone and leave the title in your name. That makes you liable as the titled owner, so just pay the purchase price and put the title in the donee's name. On a finance, you can't do that. The creditor will insist that the named borrower prove coverage, and you can't buy insurance coverage unless there's an insurable interest. You can't buy car insurance on a car that you don't own.

This isn't to say that all carriers will issue this kind of a thing, that depends completely on the vehicle insurance company.

There are situations that someone needs insurance on a car but does not have a drivers license.

You can call a local farmers insurance agent. They can give you insurance without a driving license and there are no Broker Fees like most companies add on.

It is not advisable to drive car without liscense and ask for claim after accident. Totally non ethical things.

How is this possible?! Are some states different than other states? Even in the small town I live in, you can't buy Auto Insurance for someone else, without a valid DL.

For insurence claim you need to show Driving Liscense. Without that you can not claim it.
