I think tort reform would be a good place to start.

Hi,
It's quite a popular belief that the healthcare costs would comprise of the premiums that we pay. But we do forget so many charges that come to us in the form of co-pays, deductibles and other associate charges that we need to bear.
That's the reason why a plan with a much lesser premium may sometimes be regarded as a costlier plan than the one which has a higher premium.
You'll arrive at your estimated cost of health care, once you add the different estimated costs to your yearly premium. Pinkfloydfan

I think the innovation drives health care costs up. However it also improve medical care quality. The situation that were fatal 20 years ago, at present it can not affect a person's lifespan. People who were have to sit on wheelchairs before and now they can walk and even run marathons today. Innovation is a good thing. Increased medical care quality is a good thing.
And the important is that it must be happy spending on health care. If I can spend 30% of my income on health care, I can find the equal insurance cost. People need more exposure to more routine health care costs. I think higher deductibles and basicly on what scope of coverage to purchase. Furthermore, how would someone know that how much they paid for the illness. The individual needs to perform a cost-benefit analysis of what health care gives her returns.
